Well, it can be done; you might not like the results.
Apps / Applications of this type live in a protected part of the system.
The method to gain access is not secret -- the wall to keep you out is more of a tall fence.
The locks are meant keep out unskilled users.
What?
Like anywhere else you don't belong in the OS, it is easier to break stuff than it is to fix it.
Recommended Solution
Attach the HP Smart application to your Taskbar
Placing the app on the Taskbar puts the application within reach without having to open Start each time.
Windows key (Start) > All Apps > Scroll, Find, Right-Click on HP Smart > More > Pin to Taskbar

Create Shortcut of an App on Desktop
It is not always possible to create a shortcut.
One simple example of creating a standard shortcut >> Right-Click on program executable > Send to Desktop
In other cases, even if you can manage to create a shortcut where none is intended to be done, the results don't always meet the expectation.
What?
Windows controls applications, including the location of the application in the file system and any available options for the application.
Start here:
Where Are Windows Store Apps Installed on Windows 11/10?
After you have gained READ access to the Application folder where the apps are located,
Open the folder for PrinterControl (longer name)
Scroll and find the executable for the app
Right-Click on the app name .exe file > Show more options > Send to > Create a shortcut
Yeah, but...
The problem with this approach, even assuming you gain access to the correct PrinterControl folder:
The folder name might be tied to the app version - as soon as the app updates, Poof! Shortcut breaks.
HP Smart updates on a fairly regular basis -- apps are prone to updates.
